The Tata Institute of Social Sciences (TISS) inaugurated the ITEC-TISS International Certificate Programme on ‘Social Welfare Administration’, welcoming 28 participants from 22 countries. This initiative is part of the Government of India’s Indian Technical and Economic Cooperation (ITEC) programme, aimed at building capacities of administrators working in the social sector in countries across the Indo-Pacific region. The three-week programme, held from 23 September to 13 October 2025, is organised by the Office for International Affairs (OIA), TISS, in collaboration with the Ministry of External Affairs, Government of India.

Prof. Badri Narayan Tiwari, Vice Chancellor of TISS, extended a warm welcome to the delegates and delivered an address on ‘Welfare Practices and the Inclusive Process’. He emphasised that social welfare must not only address immediate needs but also foster aspirations and social mobility among marginalised communities. Stressing the importance of dignity in welfare, development, and resource distribution, he highlighted the transformative role of digitalisation in ensuring equitable access to welfare services.

Speaking on the occasion, Prof. Madhushree Sekher, Chairperson of OIA, emphasised the significance of such initiatives in deepening India’s partnerships with other nations. She noted that programmes like this strengthen global networks of government officials and practitioners committed to knowledge exchange and collaboration.

The programme included dialogues and interactive sessions led by administrators, academicians, industry experts, and practitioners, covering diverse aspects of social sector service delivery. It also provided participants with opportunities for peer learning, drawing on rich experiences from across the world.

The ITEC-TISS International Certificate Programme stands as a vital platform that bridges borders, enhances capacities, and nurtures long-term professional ties, reinforcing the spirit of international cooperation in social development.
