KUMARAPPA ­-RECKLESS LECTURE on "Trust and Legitimacy in the Law and Legal System : 2000-2020, the case in Israel"

As many of you may be aware, every year Tata Institute of Social Sciences organises the Kumarappa Reckless Lecture series and the same is anchored by the Centre for Criminology and Justice, School of Social Work, TISS.

Kumarappa-Reckless Lecture was instituted in memory of Dr. J.M. Kumarappa, former Director of TISS and Dr. Walter C. Reckless, a renowned criminologist and former UN Expert on Correctional Administration. Dr Kumarappa championed the cause of social work education and criminology as the director of the Tata Institute of Social Sciences, the first institution to impart social work education in Asia. He was also nominated to the Rajya Sabha of the Indian Parliament (1952-54). Dr Reckless was invited by the Government of India in 1952 to help frame correctional policies in India. His mandate was to study prison administration in India and recommend steps to improve correctional training in India. Prof. Kumarappa was the key liaison between the Government of India and Prof. Reckless, who prepared the mission's technical report, 'Jail Administration in India' (Reckless, 1953; cited in Unnithan, 2019). Dr. Reckless worked with Dr.Kumarappa in the early 1950s. Both were instrumental in organising the first national level training programme on correctional administration for prison and probation officers at the TISS.

The lecture series has had eminent personalities and experts (including jurists, police officers, prison officers, academicians and activists) from the field of criminology, criminal justice, human rights and corrections to draw attention to and share experiences of contemporary realities and challenges.

This year, we are happy to have with us Prof. Arye Rattner, Professor of Sociology and Criminology & Director, Centre for the Study of Crime, Law and Society, University of Haifa, Israel, to deliver the Kumarappa Reckless Lecture on "Trust and Legitimacy in the Law and Legal System:2000-2020, the case in Israel".
