Abstract:
Despite decades of programmes to improve lives, there is generally little evidence of which programmes are effective. Most policy and practice is based on intuitions, prejudice and out-of-date knowledge. Starting with medicine, recent years have seen a rise in evidence-based policy and practice. Systematic reviews, which summarize rigorous evidence of effects, are at the core of this evidence revolution.
This revolution is led by two organizations, which publish high quality reviews: Cochrane for health and Campbell for other sectors.
This talk will demonstrate why reviews need to be used to inform policy and practice: because they are high quality evidence and reviews should be used rather than single studies. The principles for conducting reviews will be outlined with examples from the Campbell Library.
Brief Biosketch
Dr. Howard White is the Chief Executive Officer of the Campbell Collaboration. He was the founding Executive Director of the International Initiative for Impact Evaluation (3ie). Before that, he led the impact evaluation programme of the World Bank's Independent Evaluation Group. He was Managing Editor of the Journal of Development studies (2003-2016), founding Editor of the Journal of Development Effectiveness, and serves on the Board of numerous international journals.
Dr. White has a Masters in Economics with distinction from the LSE and D.Phil from Magdalen College, Oxford. He started his career as an academic researcher at the Institute of Social Studies in the Hague, and the Institute of Development Studies, University of Sussex. He has published four books, including Econometrics and Data Analysis for Developing Countries with Chandan Mukherjee and Marc Wuyts, and over 70 papers in international peer-reviewed journals on evaluation methods, anti-poverty programmes, and aid and development effectiveness.
