ABOUT SDSRSF

The School of Development Studies Research Scholars Forum (SDSRSF) was formed in July 2019 with the collaboration of the students, alumni, and faculty of the School of Development Studies, TISS, Mumbai. We work towards fostering a network of academicians that can inspire innovation, critical thinking, and create experiential learning opportunities for the School of Development Studies fraternity. Last year, we organized ten Ph.D. Progress Seminars as a part of the SDSRSF which were delivered by scholars of the School of Development Studies, TISS, and some scholars based in USA and Canada. This year, we plan to extend our horizon and organize this very engaging lecture series on Indigenous people in collaboration with the Quebec office.

ABOUT THE SPEAKERS

• Dr. Jean-François Savard holds a Ph.D. in political science from Carleton University and has been a professor at ENAP (École nationale d'administration publique) since 2006, where he teaches public policy analysis, design and implementation. His research focuses on Indigenous policy issues, more specifically on Aboriginal self-government, relations between Aboriginal communities and public administrations in Quebec and Canada, and federalism. In addition to having given numerous conferences in this field, he is also the author of several publications in his field of expertise. Jean-François Savard has also participated to the development of credited graduate programs in public administration offered in indigenous communities with the objective of fostering the autonomy of these communities. Prior to joining ENAP, Professor Savard worked as a senior policy analyst in the First Nations and Inuit Health Branch (FNIHB) of Health Canada. His mandate was to ensure that FNIHB programs and policies were consistent with the needs of Indigenous communities and regional offices of the department.
• Mr. Francis Paradis has been Director of the Québec Government Office in Mumbai since September 2019. Mr. Paradis has nearly 15 years' experience in Québec public service. Previously to his current position, he had held the office of Assistant Deputy Minister for Business Partnerships and Client Services at the Ministère du Tourisme since June 2018. From 2016 to 2018, he ran the Québec Office for the Atlantic Provinces at the Ministère du Conseil exécutif and, from 2011 to 2016, he was Director of Aboriginal Services and Nordic Development at the Ministère de l'Éducation et de l'Enseignement supérieur et de la Recherche. Mr. Paradis holds a bachelor's degree in Psychology from Université du Québec à Trois-Rivières, as well as three master's degrees: one in Business Administration for Managers from Université du Québec à Chicoutimi, one in Public Administration from the École nationaled'administration publique and one in Human Kinetics from Université Laval. He also obtained a certificate in Corporate Governance from Université Laval.

ABOUT THE QUÉBEC GOVERNMENT OFFICE IN MUMBAI

The Québec Government Office in Mumbai exercises a mandate of promotion  of trade, investment, and cooperation in the fields of education and research, science, and technology. It develops relations with Indian government authorities at the federal and state levels, assists Québec universities and educational institutes with finding partners in India, and Supports cooperation between Québec and India in the fields of higher education, science, technology & research and promotes Québec's culture and heritage in India. It advises and assists Québec companies seeking business opportunities in India. In collaboration with Export Québec, it organizes trade missions to India for Québec firms and partners with Indian associations to support trade missions to Québec.
